The grievance of the appellant is that the respondent denied the eligible subsidy to the appellant as ordered by KSE Board Ltd. in the “Lockdown” period of “COVID-19”. The appellant filed a petition before CGRF and the Forum in its order partially allowed the petition. The appellant filed this appeal petition before this Authority. The respondent prepared Covid subsidy, which is the 20% of the difference in average monthly bill arrived at. Since there is no dispute in the electricity bills and the Covid subsidy was computed in accordance with the general guidelines issued by the Licensee, this Authority observed that the Covid subsidy arrived at is correct. It is decided to dismiss the appeal petition filed by the appellant. The order of CGRF, Southern Region, Kottarakkara vide OP No.33/2021 dated 06-09-2021 is upheld.

The premises is a self-financing institution and billing of energy charges was done under LT VIA tariff till 30-11-2007. Afterwards the tariff category of the self-financing institution was changed to LT VIIA tariff category and in continuation the subject went to litigation. The appellant was given a short assessment bill and hence, the appellant filed a petition in CGRF, Northern Region, and as per the order of the Forum order, the respondent issued revised bill. Appellant filed appeal petition before this Authority and the appeal petition was disposed of upholding the decision of CGRF. Still aggrieved by the decision, the review appellant has submitted this review petition with plea to refund/adjust the surcharge amount remitted by the appellant as per the decision of the Ombudsman in appeal petition. The appeal petition P-031/2021 was analyzed by this Authority on the strength of the judgement of Hon’ble Supreme Court of India dated 20-02-2020 in Civil Appeal No.8350/2009 filed by KSEB Ltd. In the review petition, nothing is pointed out which escaped from the notice of this Authority while disposing the appeal petition. The review jurisdiction is limited to rectify a mistake or an error which is apparent on the face of records and it cannot be used as appellate jurisdiction. In this background, this Authority did not find any reason to intervene the order already issued. As such the review petition is not maintainable and hence, rejected.

The appellant requested the Licensee for the shifting of a “stay” to the electric pole from the property of the appellant and remitted Rs.18,972/- for the shifting work. After the completion of the shifting work, the appellant came to know about CGRF and filed a petition for the refund of the amount remitted for the shifting of the stay. The CGRF issued order with a decision to dismiss the petition. The appellant filed this appeal petition before this Authority. It revealed that the appellant is satisfied with the removal of ‘stay’ from his property. Moreover, the electric pole for which the stay had been provided is situated in the road side. In the version of the appellant, the service connection to the appellant was provided on 18-03-1997. The nature of work was not the shifting of stay from the property of the appellant to some other location in the same property, but was dismantling of the stay. Appeal Petition filed by the appellant stands dismissed as it is found having no merits. The order dated 10-09-2021 in OP No. 19/2021-22 of CGRF, Central Region is upheld.
