The appellant Shri. Joseph is the consumer of the licensee with consumer no. 1165087006078 under Puthucode Section Palakkad. In the month of September 2022, the meter recorded a high consumption 2668 units for a period from 1st July to 31st August. There are no high power consuming domestic appliances in the house. The parallel meter was installed and found that the meter was faulty. The appellant states that the meter recorded high reading since November 2021. The licensee has considered the excessive consumption only for 07/07/2022 to 31/08/2022. The appellant requested for revising the bills since November 2021 to August 2022 by averaging the consumption based on the upcoming bills. The appellant filed petition to the CGRF and CGRF issued order dated 31/03/2023. Aggrieved by the decision of CGRF, the appellant filed appeal petition to this authority. On verifying the documents submitted and hearing both the petitioner and respondent and also from the analysis as mentioned above, the following decision are hereby taken. 1. It is concluded that the meter is faulty since November (reading month) 2021. 2. The bill for the month November 2021 to September 2022 is be revised considering the average of consumption of two billing cycles after the meter replacement. 3. The amount overcharged on the consumer by the licensee is to be refunded. 4. No order on cost

The appellant Sri. Jino Sebastian purchased 5.80 cents of land at Edakkunni village of Trichur Corporation to build a house. The appellant is a Kottayam native and residing in Trichur as he is posted in Trichur. The building permit was obtained and the construction has been started. The 11 Kv line drawn to provide power for the Thaikkattussery Ayurveda college is rerouted as per the request of the Principal, Ayurveda college for the expansion of the college. The proposed route of the 11 Kv line was approved by the ADM. The line with ABC cable was drawn by the side of the road in front of the plot owned by the appellant. One stay wire of the post was placed inside this property without the consent. The appellant wants this stay wire is to be removed from the property. The appellant approached the CGRF and CGRF issued order vide order dated 31/03/2023. Aggrieved by the order of the CGRF, appellant filed the appeal petition to this Authority. On verifying the documents submitted and hearing both the petitioner and respondent and also from the analysis as mentioned above, the following decision are hereby taken. 1. The Licensee has to remove the stay wire from the property of appellant as agreed during the site inspection. 2. The licensee has to bear the cost of this alteration or modification. 3. No order on cost.

അപ്പീൽ പരാതി സമർപ്പിച്ചിട്ടുള്ള ശ്രീ പി എസ് മോഹന ചന്ദ്രൻ ലൈസൻസിയുടെ പൂജപ്പുര സെക്ഷനിലെ ഒരു ഉപഭോക്താവാണ് (Consumer no.1145125031765). 25/3/2022 ൽ ലൈസൻസി അവിടെയുള്ള വൈദ്യുത ലൈനിലെ വൈദ്യുത വാഹക കമ്പികൾ മാറ്റി സ്ഥാപിക്കുന്നതിന് വേണ്ടി ലൈൻ ഓഫ് ആക്കുകയും സർവീസ് വയർ അഴിച്ചു മാറ്റുകയും ചെയ്തു. കമ്പികൾ മാറ്റി സ്ഥാപിച്ചതിനുശേഷം വൈകുന്നേരം 5:45ന് സർവീസ് വയർ പുനസ്ഥാപിക്കുകയും വൈദ്യുതി ലഭ്യമാക്കുകയും ചെയ്തു. അന്നേദിവസം രാത്രി വീട്ടിൽ ലൈറ്റുകൾ ഓൺ ചെയ്തപ്പോൾ കൂടിയ പ്രകാശത്തോടെ പ്രകാശിക്കുകയും വൈദ്യുത ഉപകരണങ്ങൾ കത്തി നശിക്കുകയും ചെയ്തു. ഇത് ഉയർന്ന വോൾട്ടേജിൽ വൈദ്യുതി പ്രവഹിച്ചതിനാലാണ് എന്നാണ് പരാതി. പരാതിക്കാരൻ സെക്ഷൻ ഓഫീസിൽ 26/3/2022 ൽ പരാതിപ്പെട്ടതനുസരിച്ച് സെക്ഷനിലെ ജീവനക്കാർ പരിശോധിക്കുകയും സർവീസ് വയർ ഫെയ്സിലും ന്യൂട്രലിലും ബന്ധിപ്പിക്കുന്നതിന് പകരം രണ്ട് ഫെയ്സുകളിൽ ബന്ധിപ്പിച്ചതിനാലാണ് അമിത വോൾട്ടേജ് പ്രവഹിക്കുകയും വൈദ്യുത ഉപകരണങ്ങൾ കേടാവുകയും ചെയ്തത് എന്ന് അഭിപ്രായപ്പെട്ടു. ഇതുമൂലം പരാതിക്കാരന് 15,210/-രൂപയുടെ നഷ്ടം ഉണ്ടാവുകയും അത് പരിഹരിക്കണമെന്ന് ലൈസൻസിയോട് ആവശ്യപ്പെടുകയും ചെയ്തു. പരിഹാരം കാണാത്തതിനാൽ CGRF (south) ൽ പരാതി നൽകുകയും CGRF ഉത്തരവിറക്കുകയും ചെയ്തു. തർക്കം അവിടെയും പരിഹരിക്കപ്പെടാത്തതിനാലാണ് Ombudsman-ന് പരാതി സമർപ്പിച്ചത്. 1. ഉഭയകക്ഷി സമ്മതപ്രകാരം തർക്കം പരിഹരിക്കപ്പെട്ടതിനാൽ ഈ പരാതി ഇവിടെ തീർപ്പാക്കിയിരിക്കുന്നു. 2. മറ്റുചിലവുകളൊന്നും അംഗീകരിച്ചിട്ടില്ല.
